What Is a Vehicle Flag?

A vehicle flag is a hold placed on your Maryland vehicle record by the MVA or another government agency when there is an unresolved issue. You must remove the flag before the MVA can process your vehicle registration or transfer a title.

For flags originating from a government agency — such as toll violations, speeding citations, or parking fines — the MVA places an additional Administrative Flag on your vehicle record.

🛡 Insurance Lapse Flags

Placed when Maryland law detects a lapse in required continuous vehicle insurance coverage.

🏛 Jurisdictional Flags

Issued for unpaid tolls, speeding citations, red-light camera violations, or parking fines from a jurisdiction.

🔬 Emissions Flags

Issued for failure to complete required vehicle emissions testing within the mandated timeframe.

💳 Returned Payment Flags

Result from returned checks, failed payments, or other unresolved financial transactions with the MVA.

How to Remove a Flag

Identify the Flag Type

Review the notice, email, or online message to see exactly what type of flag is listed. Each flag has specific requirements for removal.

You may pay the administrative fee before or after the underlying jurisdictional flag is cleared, but both must be resolved to complete any MVA transaction.

Resolve the Underlying Issue

Depending on the flag type, you will need to take one or more of the following actions:

  • Provide proof of valid Maryland auto insurance coverage
  • Pay outstanding tolls, fines, or citations to the issuing jurisdiction
  • Complete a required vehicle emissions inspection
  • Resolve any returned payment or unresolved financial transaction
Insurance Flags: Maryland law requires continuous vehicle insurance. If your flag is insurance-related, provide valid proof of insurance that meets Maryland's minimum requirements.
Emissions & Safety Flags: Complete the required inspection and ensure results are reported to the MVA. Note that some compliance flags may take additional time to clear after the inspection.

In some cases you must work with the issuing jurisdiction before the MVA can clear the flag.

Confirm the Flag Has Been Removed

After resolving the issue and paying any administrative fees, allow 3–5 business days for your record to update in the MVA system.

Note: You will not be able to complete any MVA transaction — including registration renewal or title transfer — until all flags are fully removed from your record.
